The Governmental Commission on Regional Development

The Commission was established by decree N297 of the Government of Georgia on 28 September 2010. The Commission is composed of the representatives of line ministries and it currently includes nineteen members, mostly deputy ministers and heads of departments from various ministries. In specific cases the Head of the Commission may invite independent experts with a consultative function. The mandate of this commission is:

a) Supervision of implementation of the State Strategy for Regional Development of Georgia2010-17 and development of recommendations for revision of the strategy;
b) Coordination of elaboration of implementation plan for the regional development strategy and coordination of its implementation;
c) Elaboration of recommendations to GoG for reforming of system for public administration and public finance management;
d) Coordination of activities of line ministries and governmental agencies in the process of implementation of Action Plan for the State Strategy for Regional Development; and
e) Review and acceptance of project proposals from regional administrations and municipalities to be financed from the fund for implementation of the projects in the regions of Georgia.

The Governmental Commission on Regional Development meets on regular basis. Decisions are taken by a majority of votes. Decisions are signed by the Head of the Commission. The current Head of the Commission is Mr. Tengiz Shergelashvili, the First Deputy Minister of MRDI.

 

The Ministry of Regional Development and Infrastructure (MRDI)

MRDI was established in 2009 by decision of the Parliament of Georgia. It is one of the key ministries in the Georgian public administration system. The mandate of the ministry includes:

a) Implementation of regional development and decentralization policy;
b) Construction and rehabilitation of physical infrastructure in regions, including municipal infrastructure; and
c) Elaboration and implementation of state policy in the fields of road construction and maintenance, potable water supply and solid waste management.

MRDI is one of the biggest investors of public money into the Georgian Economy, and its own annual operation budget is some 900 million GEL in 2013. In addition MRDI is responsible for an additional budget of 200 million GEL for projects to be implemented in Georgian regions together with the Village Support Program with a 50 million GEL annual budget.

MRDI is divided into eleven departments and subordinated agencies including: Vano Khukhunaishvili Center for Effective Governance System and Territorial Arrangement Reform, the Municipal Development Fund, the Roads Department, the State Company for Solid Waste Management, the United Water Supply Company of Georgia, Eurasian Transport Corridor Investment Center. The Ministry is also responsible for military recruitment and disaster risk reduction in the regions of Georgia.

MRDI is responsible for the State Strategy for Regional Development of Georgia endorsed by the Government of Georgia in 2010. There are two relevant departments at MRDI – the Department for Self-government Development and Regional Policy, and the Department for Reforms and Innovations - working on implementation of the State Strategy for Regional Development. MRDI serves as a secretariat for the Governmental Commission on Regional Development and the work of this Commission in coordinated by the First Deputy Minister of MRDI.
